420.11 SECOND-HAND BICYCLE DEALERS.
   Any person in the City of Ionia who engages in the purchasing and selling of second-hand bicycles shall be subject to the following provisions:
   (a)   He or she shall keep a book to be inspected by the Chief of Police or his or her representative, in which shall be written, at the time he or she shall receive any bicycle by way of purchase, trade-in or otherwise, or at the time he or she shall sell any bicycle, a description of the bicycle, as to make, color, serial number, whether a man's or a lady's bicycle and other distinguishing features thereof, and the name, residence and general description of the person from whom the bicycle was received or to whom the bicycle was sold. Such book and the place where such business is carried on, and all articles of property therein, shall be subject to the examination at any time by any police officer of the City.
   (b)   He or she shall make a report of each purchase, trade-in or sale containing the information required in subsection (a) hereof upon a form which shall be furnished by the Police Department for that purpose. The filing of such report shall be made with the Police Department within forty-eight hours from the time of sale, trade-in or purchase of any second-hand bicycle.
   (c)   In the event no serial number appears on said bicycle, the dealer shall present said bicycle to the Police Department, who, after having made a thorough inspection of said bicycle and an investigation as to the ownership thereof, shall stamp a serial number on said bicycle.
   (d)   When the transferee of a bicycle is a dealer who holds the same for resale, the transferee shall not be required to obtain a new registration and license, but such transferee shall retain and have in his or her immediate possession, at all times, the endorsed registration card and, upon transferring his or her interest to another person, shall endorse thereon the name and address of the new owner and shall deliver the same to the person to whom such transfer is made. The new owner shall then follow the procedure as hereinabove set forth.
