When any bicycle which has been registered and licensed as herein provided, is sold, or is otherwise disposed of, the new owner shall register his or her name and address with the City Clerk, shall pay a fee as established from time to time by Council and shall provide the Clerk with reliable proof of ownership, which shall consist of a bill of sale, former registration card or written statement, signed by the prior owner.
