The members of the Local Officers Compensation Commission shall be initially appointed as follows:
One member for a term of five years;
One member for a term of four years;
One member for a term of three years;
One member for a term of two years;
One member for a term of one year.
Annually, thereafter, the Mayor, with the approval of the Council, shall appoint one member of said Commission for a term of five years. Members shall be appointed before October 1 of the year of appointment.
