There is hereby established, in and for the City, a Public Utilities Department, which shall have the following responsibilities:
(a) Developing and maintaining all City water source areas.
(b) Developing and maintaining all City wastewater treatment facilities.
(c) Developing and maintaining all City storm water treatments as may be required.
