There is hereby established, in and for the City, a Public Works Department, which shall be charged with the following duties:
(a) Maintenance and improvement of all roadways, sidewalks and other surfaces used for transportation located in the public rights-of-way.
(b) Maintenance, in coordination with the Recreation Department, of all City parks and cemeteries.
(c) Development of a five-year plan for improvement of all City utility lines and the responsibility of carrying out the same as directed.
(d) Maintenance, planning and planting of all trees in the public rights-of-way and on City properties.
(e) Collection and removal of all tree limbs, brush and leaves as directed by the Manager and Council.
(f) Development and implementation of a five-year plan for the maintenance and replacement of City vehicles.
