There is hereby established, in and for the City, a Transportation Department, whose function shall be to provide bus services to the residents of the City. The transportation system shall provide service to all residents regardless of race, creed, sex or ability to pay. In addition, the Department shall be charged with the planning and implementation of transportation services for the City as well as other agencies wishing to contract with the City for such services. The Department is charged with providing input to the City Manager and Council for financing a transportation program.
