There is hereby established, in and for the City, a Recreation Department, which shall have the following duties:
(a) Provision of recreational activities for residents of all ages.
(b) Planning, development and maintenance of all recreational areas as created by the Council.
(c) Planning, development and implementation of a five-year plan of programming and park improvements.
