There is hereby established, in and for the City, a Building Inspection Department, which shall have the following duties:
(a) Enforcement of the codes of the City, the State of Michigan and the Federal government, as they relate to all buildings in the City.
(b) Review of all plans and documents for construction in the City.
(c) Issue all building permits for the City, after first ensuring that all applicable codes are addressed. Such permits shall be compiled for tax purposes as well as for a permanent record of improvements.
(d) Issue all orders to remove hazardous structures, to stop building if it is in violation of any applicable standard and to adhere to applicable codes of the City.
(e) Inspect all rental properties to ensure that they meet minimum standards as set by various government agencies.
