232.01 ESTABLISHMENT OF OFFICE; DUTIES.
   There shall be a City office known as the office of City Manager. The City Manager shall supervise and coordinate the work of administrative officers of the City of Ionia except those specifically provided for by Charter. The duties of the City Manager shall include, but not be limited to:
   (a)   Appointment of department heads. When necessary, the Manager shall be authorized to hire, suspend and/or terminate personnel. In addition, the City Manager shall oversee the hiring and firing of all other City personnel below the department head level. The City Manager may authorize department heads to act in his or her stead for the carrying out of personnel policies, goals and objectives established by the City Council.
   (b)   Direct and supervise the administration of all departments, offices, and agencies of the City, except for hospital and library functions and except as otherwise provided by Charter or by law.
   (c)   Attend all City Council meetings. The City Manager shall not have the right to vote but may take part in the discussion at the meetings.
   (d)   See that all laws, provisions of the Charter, and acts of the City Council subject to enforcement by the City Manager or by officers subject to the Manager's direction and supervision are faithfully executed.
   (e)   Prepare and submit the annual budget and capital program to the City Council.
   (f)   Submit to the City Council and make available to the public a complete report on the finances and administration activities of the City as of the end of each fiscal year.
   (g)   Make other reports as the City Council may require concerning the operations of City departments, offices, and agencies subject to the City Manager's direction and supervision.
   (h)   Keep the City Council fully advised as to the financial condition and future needs of the City.
   (i)   Make recommendations to the City Council concerning the affairs of the City.
   (j)   Provide staff support services for the Mayor and Council members.
   (k)   Act as street administrator and grant contact person involving infrastructure projects.
   (l)   Serve as the City representative in all labor negotiations and disputes.
   (m)   Act as liaison with township, county, state and federal officials concerning the affairs of the City.
   (n)   Ensure City compliance with all State and Federal laws as they pertain to the Americans With Disabilities Act, environmental regulation, affirmative action, equal opportunity employing, etc.
