230.03 ADMINISTRATIVE MANUAL.

The City Manager is authorized to prepare for adoption by Council an administrative manual consistent with the provisions of the City Charter and these Codified Ordinances. Policies affecting the operation of the services of the City shall become part of this manual following adoption by the Council.
