8-3-9: TEMPORARY CONSTRUCTION DRIVEWAY REQUIRED:

A temporary gravel driveway from the roadway to a point no less than twenty feet (20') from the proposed terminus of the final driveway shall be constructed, and a culvert in compliance with this Chapter shall be installed, before any other construction is done on a building site.
