Notwithstanding anything contained in this code to the contrary, all buildings with a "building area", as defined in chapter 3 of this title, in excess of four thousand eight hundred (4,800) square feet shall be equipped with a full functioning operational fire sprinkling system meeting NFPA standard no. 13, 13D, or 13R as applicable.
