A. The purpose of this chapter is to provide for property maintenance standards, inspection and licensing of rental residential property so as to protect the public health, safety and welfare of the residents and guests of rental residential dwelling units including:
1. To protect the public health and safety by obtaining compliance with the property maintenance standards of the Village.
2. To protect the character and stability of residential areas.
3. To correct and prevent housing conditions that adversely affect or are likely to adversely affect the life, safety, general welfare and health, including the physical, mental and social well-being, of persons occupying rental residential dwelling units.
4. To prevent the overcrowding of dwellings by requiring compliance with minimum space standards per occupant for each dwelling unit as well as the owners of owner occupied residential dwelling units in close proximity to rental units.
5. To facilitate the enforcement of property maintenance for the maintenance of existing residential buildings and thus to prevent blight. (Ord. 18-994, 6-12-2018)
