Pursuant to the provisions of Minnesota statutes section 203B.13, the city council hereby establishes an absentee ballot precinct in the city. Said absentee ballot precinct will encompass the entire city for the purpose of receiving all absentee ballots for any primary or general election or special referendum held within the city. The absentee ballot precinct shall be under the direct charge and supervision of the city clerk, and the place for receiving, tabulating and counting of absentee ballots shall be at the office of the city clerk.
