Any person that has violated or continues to violate this section 9-5-13 shall be liable to criminal prosecution to the fullest extent of the law, and shall be subject to a criminal penalty in accordance with section 1-4-1 of this code. The authorized enforcement agency may recover all attorney fees, court costs, and other expenses associated with enforcement of this section 9-5-13, including sampling and monitoring expenses.
