Except as provided in sections 9-4-1-2 and 9-4-1-3 of this chapter, it is unlawful for any person to displace, remove, store or excavate rock, sand, dirt, gravel, clay, or other like material within the city, or to fill or raise existing surface grades without first obtaining a permit from the council.
