Any person who fails to comply with the provisions of this chapter is guilty of a misdemeanor and upon conviction thereof shall be punished as provided by law. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
An authorized representative of the department shall have the power to issue citations for violations of this chapter, but shall not be permitted to physically arrest or take into custody any violator.
A formal complaint may be issued in lieu of a citation as determined by the city attorney. (Ord. 1219, 10-25-2010)
