7-6-6: RESPONSIBILITIES OF LOT PURCHASER:
   A.    For the first two (2) years following interment, the lot purchaser shall be responsible for settling of earth. The purchaser shall bring the lot to a grade compatible with the abutting property. In the event the lot purchaser fails to meet the obligation, the city shall bring the lot to grade. The costs for this work shall be billed to the lot purchaser.
   B.    If the routine maintenance and care by the city fails to meet the expectations of the lot purchaser, that person may improve the lot to his/her desired standards. In no way shall this cause the city to modify its standard of care and maintenance.
   C.    The locating and subsequent care and maintenance of headstones and markers shall be the responsibility of the lot purchaser. No headstone, marker, or monument shall be larger than the width of a lot. (1974 Code § 325.13)
