7-2-6: EXEMPTIONS:
   A.    Sidewalks And Curbs: The provisions of this chapter shall have no application to the construction of sidewalks and curbs, or the repair of either, except when such repair becomes necessary because of an excavation made or work performed for some other purpose.
   B.    Emergency Repairs By Utility Companies: Notwithstanding anything to the contrary herein, a public utility company shall not be required to obtain a permit prior to the excavation in any street, sidewalk, curb, alley or roadway or other public grounds for the purpose of making an emergency repair. However, said emergency repairs shall be made in such a manner that upon the completion of the excavation or performance of the work, the street, sidewalk, curb, alley, roadway and other public grounds are left in as good condition as they were prior to such emergency. Notice of said emergency repair shall be directed to the director of public works within twenty four (24) hours of the emergency, or in the case of a weekend or holiday, the first working day following.
