No person shall cause any excavation to be made in any street, sidewalk, curb, alley, roadway or other public grounds, or do any work or perform any act which might cause a disturbance in any manner whatsoever in the surface thereof, within the limits of the city, without first obtaining a permit from the director of public works to do so.
