A. No person shall park a vehicle on any street, other public property or upon private property without the landowner's consent for any of the following purposes or under any of the following circumstances:
1. For washing or waxing the vehicle.
2. For greasing or oiling or for performing other maintenance tasks on the vehicle.
3. For changing the tires of the vehicle unless the change is necessitated by a tire becoming inoperable.
4. For repairing the vehicle, except for repairs necessitated by an emergency.
B. In addition, the owner of the vehicle shall not allow the vehicle to be parked for any of the purposes or under any of the circumstances set forth in subsection A of this section. (1974 Code § 1310.19)
