When it is claimed that the provisions of this chapter do not apply or that the true intent and meaning of this chapter has been misconstrued or wrongfully interpreted, the complainant may appeal the decision of the fire chief or the fire marshal to the council within thirty (30) days from the date of the decision being appealed.
