The enforcement officer is authorized to enter upon any property for the purpose of enforcing and assuring compliance with the provisions of this chapter. If access to the property is denied by the owners or responsible parties, the enforcement officer shall then obtain an administrative search warrant in order to proceed with an inspection of the property for purposes of determining compliance with the provisions of this chapter.
