As a condition of granting a permit, the City may require establishing a cash escrow to be deposited with the City Clerk. The cash escrow shall be used to guarantee payment by the applicant of the City's costs for legal, engineering, planning, sanitation, health, traffic control, and other law enforcement services which are directly attributable to the large assembly.
