This chapter is established in order to regulate the assembly of large numbers of persons whose presence in the City can reasonably be anticipated to exceed the capability of the health, sanitary, fire, police, transportation and utility services provided by the City and in order to establish regulations which protect the health, safety and welfare of all persons within the City.
