In all zoning districts, structures in excess of one thousand (1,000) square feet of gross floor area shall be constructed with a full continuous structural load bearing perimeter foundation. Exceptions to this requirement are pole buildings and accessory structures to principal agricultural uses (i.e., farms, ranches, stables, greenhouses, nurseries, and uses deemed similar by the city council) in the A and E-1 zoning districts.
