No person, except a wholesaler or manufacturer to the extent authorized under state law, shall directly or indirectly, on any pretense or by any device, deal in, sell, barter, keep for sale, charge for possession, or otherwise dispose of or deliver any alcoholic beverage as part of a commercial transaction without first having received a license or permit to do so as provided in this chapter and State law.
