(A) There is hereby established a Trash Collection Fund.
(B) The user fees collected in accordance with Chapter 52 establishing fees and any amendments thereto are to be deposited in said Fund with the revenues retained, accumulated, and used for improvements of the trash collection utility system as permitted by I.C. 36-9-23 and as directed by the Town Council.
(C) The Fund shall be established and administered in accordance with the purpose set forth by the Town Council and in accordance with state law and compliance with the State Board of Accounts.
