§ 34.01 ASSOCIATION MEMBERSHIP DUES.
   (A)   The Council is authorized to budget and appropriate funds to provide for the payment of membership dues for the town, its elected and appointed officials, and the members of its boards, councils, departments or agencies in any local, regional, state or national associations of a civic, educational or governmental nature which have as their purpose the improvement of municipal operations.
   (B)   The Town Council is authorized to budget and appropriate funds to pay the expenses of duly authorized representatives to attend the meetings and functions of organizations to which the town belongs.
   (C)   The President of the Council shall designate the person or persons who shall represent the town at any meeting or function of such organizations.
