To protect the safety of the residents of Ingalls, Indiana, golf carts shall only be operated on public streets and alleys within the town's incorporated limits and may, pursuant to I.C. 9-21-3-3, be allowed to cross a highway in the state highway system at right angles in order to travel from one public street or alley within Ingalls, Indiana, to another but only when said operation can be done safely.
