(A) A building permit shall be obtained before any structure, or any part of any structure, may be constructed, reconstructed, repaired or replaced, moved, enlarged, structurally altered or upgraded in its plumbing or electrical systems.
(B) Notwithstanding division (A) above, the Building Inspector, in his or her discretion, may waive the requirement of a building permit in the following instances:
(1) Routine maintenance, repairs or remodeling of existing structures not involving any change of use, additional lot coverage or increase in structure size;
(2) Lot and yard improvements such as fences, patios, decks less than 100 square feet, retaining walls, play equipment, gazebos less than 100 square feet; and
(3) Mini-barns that are portable and less than 100 square feet.
(C) A building permit issued under this section shall be valid for a period of one year.
(1) If the work for which the building permit had been issued has not been completed within the one-year period, the building permit may be extended for an additional six months.
(2) No additional extensions will be granted.
