The purpose of this chapter is to create the legal framework for a comprehensive and balanced system of signs to facilitate an easy and pleasant communication between people and their environment and to avoid the visual clutter that is potentially harmful to traffic and pedestrian safety, property values, business opportunities and community appearance. With these purposes in mind, it is the intent of this chapter to authorize the use of signs which meet these requirements.
