(A) Every contract to which the town is a party, including franchises granted to public utilities, shall contain a provision requiring the contractor and his or her subcontractors not to discriminate against any employee or applicant for employment, to be employed in the performance of such contract, with respect to his or her hire, tenure, terms, conditions or privileges of employment or any matter directly or indirectly related to employment or any matter directly or indirectly related to employment, because of his or her race, religion, color, sex, handicap, national origin or ancestry.
(B) Breach of this covenant may be regarded as a material breach of the contract.
