(A) All bicycles owned or operated within the town shall be registered and licensed. Every bicycle shall be registered with the Police Department, who shall inspect each bicycle to ensure that it is safe to operate and has proper tires in good condition, no cracked or broken frame, proper pedals, proper brakes either front or rear wheel, a rear reflector and lights if ridden either before sunrise or after sunset. The license fee will be $1 for one year. Registration shall begin May 1 of each year and continue for 30 days. All those who fail to register their bicycles during May or within 30 days after acquiring a bicycle or moving into the town will be fined $5.
(B) These regulations apply to bicycles operated upon any highway, street, path or location including the property of the bicycle owner within the town.
