If the community development department determines that the proposed grading could have a significant effect upon the environment, the grading permit shall not be issued unless and until the adoption of an environmental impact report, or other environmental clearance, prepared pursuant to the California Environmental Quality Act and city rules and procedures adopted pursuant thereto.
