Permits issued pursuant to this chapter shall not relieve the owner of responsibility for securing required permits for work to be done which is regulated by any other provision of this code or by any other person, body or agency. Owners seeking a grading permit pursuant to this chapter shall be fully responsible to comply with all federal, state and local authority and regulations applicable to SWPPPs, PM10 plans, and NPDES plans, including but not limited to an owner's fulfillment of permit compliance responsibilities as a "co-permittee" as defined by 40 CFR 122.26(b)(1), as that provision may be amended or superseded from time to time, if any.
