The issuance of a grading permit shall constitute an authorization to do only that work which is described or illustrated on the application for the permit, or on the plans and specifications approved by the Director of Public Works and the work shall be done in accordance with any conditions imposed by the Director of Public Works and in accordance with the requirements of this chapter.
