Prior to the issuance of a grading permit, there shall be paid to the Director of Public Works a fee to cover the city's expenses, costs and overhead for field inspection, office engineering, and administration of the work performed, including landscape and irrigation work. The amount of the inspection fee shall be as set forth by City Council resolution.
