§ 154.03 DEFINITIONS.
   For the purpose of this chapter the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   DENSITY BONUS. A density increase of at least 25% over the otherwise maximum allowable residential density under the applicable zoning regulations of the city and land use element of the General Plan as of the date the preliminary proposal is received pursuant to § 154.05. The density bonus shall not be included when determining the number of housing units which is equal to 10% or 20% of the total.
   DEVELOPER. The legal or equitable owner, or his authorized representative, of any lot or parcel within the city who intends to develop such lot in compliance with the provisions of this chapter.
   HOUSING DEVELOPMENT. One or more groups of projects for residential units.
   LOWER INCOME HOUSEHOLD. Persons and families whose income does not exceed the qualifying limits in the Cal. Health & Safety Code § 5079.5.
   QUALIFYING RESIDENT. Means either:
      (1)   A person 62 years or age or older; or
      (2)   55 years of age or older in a senior citizen housing development as defined in the Cal. Civ. Code § 51.3.
   VERY LOW INCOME HOUSEHOLD. Persons or families whose income do not exceed the qualifying limit in the Cal. Health & Safety Code § 50105.
