In lieu of handling violations of this chapter as a criminal matter, the city may issue an administrative citation pursuant to Chapter 11 to any person responsible for committing, causing or maintaining a violation of the provisions of this chapter. Nothing in this section shall preclude the city from handling subsequent violations on separate days as a criminal matter.
