(A) A permit is required to manufacture, compound, store, discharge or use pyrotechnic special effects material. Permit application shall be made to the Fire Chief pursuant to rules and regulations adopted by the Fire Chief. A permit shall be granted only to a State Fire Marshal licensed pyrotechnic operator.
(B) It is unlawful for any person to manufacture, compound, store, discharge or use pyrotechnic special effects material, a pyrotechnic device or pyrotechnic production effect unless such person is in possession of a valid pyrotechnic operator's license issued by the office of the State Fire Marshal, a valid permit issued by the Fire Chief, and has paid the fees established by the City Council.
