Except as otherwise provided in this chapter, no person, without having a valid permit issued pursuant to this chapter, shall do any of the following:
(A) Keep, store, possess, use, shoot, discharge, set off, ignite, explode, manufacture, sell, offer to sell, give away, offer to give away distribute, offer to distribute, discharge, or use fireworks, including dangerous fireworks, exempt fireworks, or safe and sane fireworks, or fireworks kits, within the city.
(B) Make or carry out any public display of fireworks in any place or location.
(C) Transport fireworks, except as provided in the state fireworks law.
