(A) City water service area. The areas in which the city provides water service are the city and the city's sphere of influence. The City Council may, from time to time by resolution, and in accordance with applicable law, adjust the areas in which the city provides water service.
(B) City's reserved rights. The City Council reserves the right and power to, and, from time to time may, adopt by resolution rules and regulations for the extension of the water system.
