It shall be the duty of the occupant of the premises served to keep clear path from the street or alley to garbage, refuse or swill receptacle. For collection purposes, an alternate means of ingress and egress to the container may be selected if the path has been blocked for any reason. No container shall be placed inside closed buildings or inside a gate which is not self-closing.
