It shall be the duty of every person served under this chapter to provide a watertight receptacle for holding garbage constructed of substantial material of sufficient strength to resist breaking under ordinary conditions of use and have a close-fitting cover to prevent insects, including flies, rodents and other animals, from coming into contact with garbage. No container shall have an irregular surface or be in a condition which is likely to cause injury to persons moving or lifting them. The receptacles also shall be provided with a handle or handles on the outside thereof and shall not exceed 32 gallons in size nor shall the receptacle and contents exceed 65 pounds in weight.
