All meetings shall be held within the boundaries of the city except when a meeting outside the city boundaries is authorized by Government Code Section 54954 (b) or (d). If a meeting is to be held outside of the boundaries of the city, the posted agenda or notice calling the meeting shall state the place of the meeting and the statutory ground for the meeting outside of the city.
