All street trees which are planted in violation of or not maintained in strict compliance with the provisions of this chapter are hereby declared to constitute a public nuisance. The Building Official shall cause written notice to be served on the property owner requiring such nuisance to be corrected within a specified period, or the Building Official shall cause such nuisance to be abated, and the costs thereof assessed against the owner of the property in the manner of ordinary taxes.
