It is unlawful for any person to engage in the activity of house mover as herein defined without a valid permit from the City for each house, building or similar structure to be moved. Any building which is of such a size that it can be loaded upon any duly licensed truck, and which can then be moved without coming into contact with any telephone lines, electric light lines or any other public service corporation property, may be moved without the necessity of securing the permit.
