The amount of bond may be reduced by the Director of Works, on the recommendation of the MSD and acting on behalf of the Planning Commission, one time only. No bond shall be reduced below an amount necessary to ensure the installation of remaining improvements and the good repair and proper functioning of all improvements at the time when 80% of the lots shown on the record plat have primary structures built on them and appropriate measures taken to prevent erosion and siltation. The reduced amount shall be determined by Public Works and the MSD upon construction of the internal roadway infrastructure. The design engineer shall submit a certificate as set forth in § 155.368 to Public Works and the MSD.
