(A) No residential property boundary line as shown on a subdivision plat of any area in the city or as such boundary line may exist as of January 1, 2006 (where the boundary line was heretofore changed) shall be relocated or created so as to create an additional lot or lots.
(B) Division (A) above shall not apply to any lot created for the benefit of a governmental body (such as a park or addition thereto) or for the benefit of a utility company or arising out of the proper exercise of eminent domain.
